Transferring Construction balance material from one state to another

Hi,

we run a construction company in Delhi and are registered here. We generally send material to sites in other states from our vendors to the site via IGST. Now many times some amount of material is left after the work is over. Since we are registered as Service providers, we can not issue Eway Bill / Form.

Would like to know which is the best way to get the material transferred to a site in another state. The truck would need to pass 2-3 state borders.
