I have taken transfer on 29/6/2018...and join other firm on 15/7/2018 but forms 102,103 are still pending to be send to ICAI. So my question is that is speed post date is considered that whether form is send within 1 month or not? or the date mention in new forms(102,103).

yes date mention in form consider but it to be send with in 30 days from change
what if delay.... is liable to only penalty or the attempt will be extended

within 30 days from date of execution of form 102/103.
in your case, date of joining is 15.07.2018 considering in same date form 102/103 was executed than last date of receipt of 102/103 in ICAI shall be 13th august 2018 after that fee for delay shall b payble asper schedule of fee.
schedule of Levy Fee Delay Corresponding fees to be paid 30 days beyond specified period Rs. 500 31 - 180 days beyond specified period Rs. 1000 181-365 days beyond specified period Rs. 2000 After 365 days beyond the specified period Rs. 10,000
15/7/2018 is considered or the date of transfer is considered 30/6/2018...for calculation of 30 days.
15.07.2018 shall be taken into account.
