Taxpayer is applied for a registration and the registration is under process. At that time, Can taxpayer transfer the goods or sale of the goods.? if yes then how to generate a e way bill.

Yes, you can sale goods between the date of registration under process. after acquiring registration you have to issue revised invoice to the recipient. for e way bill you can generate by going through eway bill portal and specify URP in gst field and after that it will generate unique e way bill number
