We are regsitered in maharashtra, our vednor ask to raise the billing address is of delhi and delivery of goods to tamilnadu address , vednor told us to give tin /cst NOS of delhi, pl suggest

You may raise the bill in the name of Delhi party with Delhi CST/TIN number. And in the shipping address, you have to show their Tamilnadu address with tamilnadu TIN/CST. You have to collect CST in the bills. In your invoice there should be separate column for delivery address or shipping address.
