During the debate in Rajyasabha, Minister categorically said that the word "Management" is a generic in nature and hence he moved the bill to rename the institute as Institute of Cost Accountants of India. If the view of the minister is taken into consideration, the clause 4 of the bill as passed by Rajyasabha i.e. words ACMA/FCMA is not consistent with the view of the Minister. 































In order to accommodate Standing Committee on Finance's recommendations, the drafting section which made amendments to the bill (as introduced in rajyasabha) MIGHT have simply replaced the words "and management" with a "blank space" and in a haste forgot to rename ACMA/FCMA as AICA/FICA.































On reading the article published by tribunal india, besides the minister acknowledging that some of amendments made are typographical mistakes and they will make corrections, one can drawn an inference that the Minister has not intentional left the words ACMA/FCMA untouched, but it has skipped his attention and that of the drafting section.































The bill MAY NOT get the assent of the president till the said corrections were made. If that is case, members of the institute will be denied to use the words ACMA/FCMA. Even if the bill does get assent of president without any corrections made to it, the aspiration of members of institute will be a short lived as long as the minister considers the word "management" as a generic word.
