The instructions in it website - are they legally valid ?

The website of IT dept contains pages and pages of instructions to the public. I know that the IT dept issues circulars to its dept people under section 119 of IT act.
 
Under which section/authority, the instruction in the website to the public are given ?
 
What are the legal standing of these instuctions? Can someone enlighten me on this?

I do not know fully but it often happens that if you click on a instruction the PDF version opens which is signed by an Officer and also exhibits to which other departments/officers the said instruction/notification/circular is issued.

So, i feel these are valid as if an instruction in paper printed mode would have been or is.

I appeal to other members in this Forum to share their views.
