Tell me one reason

It is not that transfer in the same city is banned......... it is that transfer in other city is allowed.........

Both have different meaning .........

so to control over the transfer.......n if ny one need transfer for other city then he shall be given as only real needy person will only apply as the have to move to other study......agree with above also

i also don't understand why institute is making such rules. may be to curb the practice of dummy articles. or to help the practicing cas?

ofcourse it is for the benefit of practicing CA's.these devils need cheap labour.therefore, if a student due to the torture of the principal quits from him and joins another CA office which is comparitively better than  the earlier one, then a type of ego clash starts among those CAs.inorder to curb this, they have done like this
