TDS Return offiline correction

We want to make offline correction to TDS return. For this we have downloaded Correction Generation utility. Now when we are trying to open conso file in this, it is asking for WinZip location. We do not have Winzip installed in out computer. 

Is it compulsory to have winzip for TDS offiline correction. From where it can be downloaded, without incurring cost.
