Can I claim my tds refund pertaining to a.y.16-17, 17-18 in current year return....????

No...
You can't claim Your previous Years Refund in Current Return except any Carry Forward...

But, You can file Your previous ITR with Condonation delay request to Jurisdictionall CIT...

If you have filed the returns for the respective years and claimed carry forward of TDS, then you can claim refund in current year.
Otherwise you cannot claim now

If Claim refund then You/Assessee will prepare statement for Refund Claim with A request letter to Juristictonal CIT. Contact through Directly to Your Circle/Ward.
