There are lakhs of people like you - who have realized about 26AS. Concept of 26AS was not known to me also in 2008.
You have to give an application to CIT of your range with a copy to AO.
The problem with most people is the refund is comparetively small and CA's fees are more than that - hence they are not able to goto a CA.
On their own they dont know how to proceed.
Grahak seva kendra of IT dept is only for accepting letters.
Neatly draft the attached letter filling your PAN and AO jurisdiction and CIT range.
Take acknowledgement from AO and CIT . After getting permission from AO - file return for those years and Claim refund. See 26AS statement and consume all tax credits.

Refund will be provided only after the CIT/ AO satisfy himself of such amount to be actually refundable. He may ask you to provide details of income of respective years together with supportings. Further, there is every possibility of corruption at the level you approach.
The concept is The cost of lock should not be more than the value of property it protects.
