whether tds u/s 194c is on invoice or payment for 30000.

Your qustion is not clear , please elaborate . However as per above query for singale payment in a year 30000/- and aggregate payment credited or paid excceds 100,000/- . The person reposiable for payment shall be liable to deduct TDS as per section 194C of the income tax act 1961
if invoice is less than 30000 and payment aggregate is 77000 then is he liable to deduct tds
If aggregate payment of rs 77000 is for whole year, then no TDS deductible
