there is a circular issued by CBDT that no TDS is to be deducted on service tax charged on rent (sec194I), is this rule is applicable to other cases also.

no,it is to be applicable in the case of rent only.
Dear Mr. Mathew,
The said circular "CIRCULAR NO. 4/2008, DATED 28-4-2008" is a specific circular and not a general one issued by the Income Tax Deptt. and specifically applies only on service tax on rent and " not on any other cases"

Dear Mathew,
THe circular u r mentioning above is a separate one coveribg within it's ambit only rent. Howeber in respect of other TDS liable expenses it has been made clear by the department by way of a circular that TDS is to be deducted on gross amount included in the bill including service tax if any.
