TDS on Royalty - Resale of licence

I want to know whether TDS will be applicable u/s 194Jb for the use of software licence from third party and not directly from the vendor. Whether TDS is applicable on the resale of the licence?

Yes it's applicable on sale of license u/sec 194JB FOR THE USE OF SOFTWARE LICENCE
