I have rented my office premise to a private limited company in 15000.00 per month. Company is deducting 2318 as TDS. Is it right?

TDS ON RENT
This is with regard to TDS on rent. My querry is whether TDS on rent paid is deducted after charging service tax or before.
WE ARE PAYING RENT RS.20,815/- PER MONTH TO A PVT. LTD., COMPANY. WHAT IS THE PERCENTAGE OF TDS TO BE DEDUCTED EVERY MONTH, IF APPLICABLE.

If it is hired then TDS under 194I and if it not hired for it is under 194 C.

we use godwon for putting material on it and for that purpose we use godwon . Whether i am responsible for deducting tds on that person or not.we recevie the bill of that parties for payment including loading whether tds should be deducted on total bill amount or excluding loading amount. please suggest me what is rate of tds
