eg. agar koi rent pr tds deducte kar rha h or vo patment kisi A party ko kr rha h .or rent agrrement me koi another person B ka nam h. to tds return file me kish ka pan no lega.

first of all its not a right thing what you are saying,
and secondly deductor should deduct TDS in the PAN of prdn to whom payment is made
and secondly deductor should deduct TDS in the PAN of prdn to whom payment is made
