Tds on pf withdrawal for years when salary was well below taxable limits

I was working for TCS (Tata Consultancy Services) from Dec 2012 to Dec 2015 that is 3 years. I was contributing 100 % EPF (88% VPF and 12 percent mandatory  deduction). Hence my taxable salary used to be 1.6 lac only and I was not paying any income tax. Quitting TCS I joined defence forces where we have DSOPF and hence no provision to transfer my PF balance. Now I wish to withdraw the amount in Oct 2018. Since my continuous service is less than 5 years I will have to pay TDS. Can I claim tax refund as my taxable salary was below 1.6 lac during 3 yersy of TCS service?

It's taxable as per current slab only
if you withdraw before 5th year it's taxable but if the withdrawal is made for the purpose of re-investment in another PF account then it's exempted to the extent of re-invested amount
