Making payment to hospitals in respect of medical services are covered under Sec 194J (Tds on professional services). The rate of TDS is 11.33%. You are corrrect. But no Tds obligation arises if professional fees below 20,000/- during a particular year.

there is no education cess & surcharge in case of individual/HUF w.e.f. F.Y. 2009-10.
