If you employ contractor for loading and unloading,TDS Will be applicable U/s 194C...
How much is the amount ?
If one time payment more than Rs 30000/- and yearly payment more than 100000/-, then TDS u/s 194 C required.
These are threshold limits , obviously it is advisable for recurring payments if the payment is superseding the minimum threshold limits.

I already told the threshold and querist self decide the law. why you keep posting again and again
Every one knows the threshold but actual value is relevant.
Querist is also literate and understand limits. He is not child that you have to reply him about limit.

Annually rs 20-21 lacks paid for loading and unloading charges but all amount is not more than 5000/-, pls reply tds attract or not
