Tds on hra when landlord pan is not available

My monthly rent exceeds Rs.50,000/-   I pay rent to two landlords (half amount to each person), wherein one the landlords do not have a PAN card.

If I deduct 20% TDS for this landlord, how do I deposit it to the Government?  The form 26QC online does not allow the landlord PAN field to be empty.

Please advise.

in my view, u can do TDS on one available PAN for both if they are related...ex:wife & husband...thereafter they can claim total TDS showing total rent



or you can file TDS return stating... applied for PAN...anyway he knows that you have deducted TDS and has every right to get his TDS credit once he gets PAN...then u may correct the TDS return quoting his PAN

The form 26QC (https://onlineservices.tin.egov-nsdl.com/etaxnew/tdsnontds.jsp) does not allow me to pay TDS without mentioning the landlord's PAN. 

Is there any way to mention that PAN is not available and pay the tax?
