TDS on Godaddy bills

As GoDaddy bills are in USD, TDS won't be applicable right ? But, RCM will be applicable in GST right?

There is no threshold limit applicable for section 195 the rate will be as per the nature of the payment in case of PAN is not furnished then 20% TDS applicable
