If it is refundable, no TDS applicable.
Never heard yet ,about tds on membership fees ............. please correct me if wrong................ .....
Membership fees if credited as deposit/advance it doesn't attract TDS.
Otherwise it is considered as a charge/fees which attracts TDS u/s. 194C IT act.
