Pleae check whether any business connection is established in India or not? As per your fact, the Italian company has provided services from out side India on their web site. Hence, in my opinion, no business connection is established. Accordingly, Italian company is not taxable in India and question of TDS does not arise.
We are using fabric designer service from an Italian Indivisual; what will be the TDS rate?
