Dear Jyoti,
The deductibility depends upon whether the agent is having a permanent establishment in India? If yes then Tax is deductible.If no then the respective DTAA with the particular country is to be seen, this DTAA you can see on Income tax website namely www.incometaxindia.gov.in .
