Tds on following type of bill applicable?

A bil of XYZ Logistics is in the following form:

Loading and Unloading                1000

Carting charges                               2500

Documentation charges                 500

THC charges                                   90000

etc, etc                                               6000

Total                                                    100000

ST                                                           12360

GT                                                        112360

I would like to point out that major item is THC charges. The bill is w.r.t export of goods through ship.

In the bill nowhere 'ocean freight charges' is mentioned.

Kindy explain about the applicability of TDS, if , XYZ Logistics is Indian company and has a pan card.
