Tds on construction

Hi,
 
I have 2 queries...
 
(1) Whether tds applicable on construction of an airport by a Ltd.Company contractor for a government owned limited company.? Does 194C comes into picture..?
 
(2) Is the works contracts tax the same as service tax on construction activity..?
 
 
Experts pls assist.

1. yes 194c is applicable in this case..... 2. wct and stax are not same.
