Pvt.Ltd. company is paying 45000+SerTax to a "Reputed Rating Limited Company " for "bank loan rating", should the TDS be deducted or not, if yes at what rate.????

i think that it should be fall under section 194J and hence 10% is deductible on total bill amount.

circular F no. 275/73/2007IT(B) dated 30-06-2008 according this circular we have to deduct tds u/s 194 j on gross amount (including service tax) @ 10% as limit crossed(30000) as par as i know this is correct

yes! TDS is deductible if the payment made exceeds Rs 30000 and further it shall be deducted on gross amount i.e amount inclusive of service tax!
