if he is working under the capacity of employee & employer relationship then the provisions u/s 192 will apply .. if not then provision u/s 194c will apply not 194J because its not professional or technical service .

So TDS to be deducted under section 192. but paying amount is less than taxable income. So there is no need to deduct TDS on his salary.

That's right Tds should be deduct U/S 192 as he is employee to the firm.

No, No need to Deduct Tax on Salary u/s 192 of the income tax act, 1961  , Since it does not exceed minimum exempted amount i.e.Rs.180000/- For F.y.2011-12 . your case does not fall u/s section 194C Or 194J at all.
