Tds of combined bill

Hi,
we got combined bill from carpenter
purchase of goods + service charges. can tds will applicable total bill or only service charges.

1 table fan × 1500
service charges - 500
total invoice amount -2000

First of all it is not crossing the threshold limit............ , whether it is used for office or company use ?? if yes & once if it crosses 30000 in a single bill then you can deduct tds & that is only for service charges .   

It's office used only and carpenter is correct basis total annual billing going around 5 lac

You can deduct tds but only for service charges ................ if it crosses the threshold limit of 30000 in a single bill & 100000 annually .............
