Tds not dectected time of payment

Dear Sir, Kindly gauide ...

Freight payment exceed Rs 20000/- and to be paid by cash on behalf of builty . but transporter does not have either  PAN number at the time of payment.

and also does not applied PAN by transporter. but we have paid frieght without deducted TDS at the time of payment.

Kindly advice any penalty regarding the above.
