TDS is deductible by the govt establishment

Please clarify
A service provider.. Renting of building gets annual income from rent from a govt.establishment Rs. 3 lakh . But he is below the gst threshold limit hence not registered.
Whether TDS is deductible by the Govt. Establishment.

tds is deductible if value as per single contract exceeds 2.5 lakh.....
As per SOP released on CBIC site , the govt . will not deduct the TDS if supplier is URD.

Hence talk to them & ask them not deduct GST TDS. .......but i dont think that govt is deducting GST TDS as GSTN of supplier is mandatory for the same . so kindly confirm, it must be TDS Income Tax
