If an employee given provisional Housing Interest cert. on begining of Financial year for non deduction of TDS from salary. If he resigns after 6 months, can we have to consider the above cert. for final calculation of TDS, if yes @ which ratio?

For final TDS calculation (Etiher at year end OR at employee's relieving between the year), you cannot consider provisional certificates.
You have to take the valid documents (In case of housing interest -> Bank statement of housing loan) and finalize the esitmation.
