TDS EXEMPTION ON UNREGISTERED TRANSPORTER (GTO)

Good Morning

We hired one of the Transporter he's owner cum transporter having single vehicle for goods transport services..

Now this transporter giver TDS exemption declaration in the section of Not owing more than 10 vehicles...This is applicable for GTA only or GTO also?
