TDS Disallowance for Trust

For a trust having 12A registration, will the TDS disallowed be treated as deemed income and charged to income tax ?

If no tds is deducted than treat as deemed income of trust 30% of value same as per PGBP

Will that deemed income be taxed directly or allowed to be set off against the remaining expense ?

Why deemed income
Income will always be Gross Income (before TDS) In ITR .
