tds deducted by bank
Bank has been deducted tds from account and if he have not submitted his pan how can he get money back

No TDS claim without PAN attested to TDS certificate.
So, let bank revise TDS return with the PAN of assessee, and issue fresh TDS certificate.
TDS without PAN. would have been @ 20%
