Can I issue 1 TDS certificate to same person for different sections. E.g I have to issue TDS certificate to a person under 94C & 94H. Can I issue 1 certificate for both sections.

no, one tds certificate for one section only... i.e seprate 2 certificates one for 194C and one for 194H
As per the New TDS Certificate Format w.e.f. 01-04-2010 you can issue One TDs Certificate for all the Sections pertains to Non-Salary
