Dear Sir/Madam,
We Want to Issue TDS Certificate to Foreign Party as we were deducted tds @ 20% as per U/S 195 of I.T Act but foreigh Party does not have PAN .
As Per New rule we must have to issue Tds Certificate downloaded from TRACES & Mannual Tds Certifiacte not allowed by dept.
At the time of Download Tds certificate from TRACES PAN is Mandatorily required.
Is this any other Provision for Above Mention Case ?

TDS certificate for party dont having PAN is not mandatory to be downloaded from Traces. You can simply issue certificate by editing other party certicate using adobe reader else download from software from which you are preparing TDS return.
