If payment pertains to services received in FY 2017-18, date of payment doesn't matter, in this case.
If ABC Co. has received the lower tax deduction certificate for FY 2017-18, from XYZ co., then the TDS to be deducted as per the rate specified by ITO. The payment to treasury will be with interest as it is for Q3 of 2017-18.
