If firm/Company - 2%

Yes it would be deductible u/s 194C @ 1% or 2% for individuals and companies/firms respectively.

And it is to be deducted only if single payment in a year exceeds Rs 30000 or cumulative payments throughout the year exceeds Rs 75000.

You need not consider the previous year bills. Only the current year ones shall be considered.
