Tcs on sale of scrap

A company sells POY yarn and the goods returned in the depot of the company due to quality issue are downgraded into Waste Quality and then this return and downgraded waste is sold to the 3rd party.

Whether TCS is required to be collected on such sale of waste from depot as well??

Tcs on scrap required to be collected if nd only if following condition satify 1. Which arise from mfg.or mechanical work. 2. Which is not further usable because of breakage,cutting up,wear nd other reason If these conditions satisfy then required to be collected.
