Taxtion of resident indian earn income in nepal

Respected members, I have a query......

Mr. X, a resident indian (by birth) works in Nepal since Year 2000 as a Engineer in a company and withdrawn salary which was less than basic exemption limit as per Indian Income Tax. He earn some more income (not salary) by way of consultancy to other companies in Nepal & India both. He gets all this in cash (Nepali Currency) & deposit in Bank account open in Nepal . He also have interest income in India from Bank FDR's ( Bank account in India open as a resident). He is not paying any tax in Nepal but paid TAX in India by way of TDS on Interest on FDR's. He have a job in Nepal but more than 120 days in a year he resides in India due to his official work & personal ..

How should he file his return in India?????

The citizen should be treated as Non-resident and the return should be filed accordingly.
