Sister an NRI got bank deposits here got an Intrest of around Rs5,22,000 and TDS deducted was around Rs 1,37,827 can she claim for refund or NRI's cannot claim .she has no other income.

yes...but if she stay above 182 days of 365 days in that particular financial year means she can able to claim that amount... because bank interest is also treated as a income form other source.

Income in the form bank interest is taxable in India and she has to file IT returns. she can claim refund of tds in excess of tax payable
