Tax on salary from employment outside india

Dear All,

If a  person leaves India for employment. on 21st November,2013. and joins some foreign based company.  

Please let me know the following:

1. Is the salary income earned abroad from November,2013 taxable in his hands.........

2. Can he open an NRE account and remit money to India..Is the same taxable?
