Tax liability on family pension

my client received family pension as successor of his husband who served in the state government. Due to some disciplinary cases his pension was not settled . During the year 2018-19 it was settled and arrears  pension was  paid from 2002  during the  financial year 2018-19. There is no evidence of filing of Income Tax returns of the previous years. The amount received was Rs. 25.00 lakhs and  the tax deducted was around 5.00 lakhs.

can any body suggest the method of claiming refund of the TDS by the successor wife if the deceased employee

kindly calculate relief u/s 89(1) by assuming earlier year returns was not filed
