Tax liability

Dear Sir ,

I want to know the Tax Liability (TDS) in the following cases :

(a)  hiring a person in Dubai who is NRI and taking his services for searchin the Office Premises for our Company .   . Is TDS is applicable when we are paying the payment to him . If yes , what is the Rate ?

(b)     hiring a person in Dubai who is Dubai National  and taking his services for searchin the Office Premises for our Company .   . Is TDS is applicable when we are paying the payment to him . If yes , what is the Rate ?
