Can I know the details of T.D.S. rates for F.Y. 2009-10 for Non-Salary.
As far as I know that T.D.S. rates upto Sept. 2009 was Basic Rates + E.C.+ H.S.C. from 01.10.2009 E.C. & H.S.C. was removed.
Secondly, the removle of E.C. & H.S.C. is applicable to all for NON-SALARY rates or not or applicable only for other than Section 194C. If E.C. & H.S.C. is applicable only to Section 194C can I get the Circular / Notification No. or copy of the same.

EC & SHEC has been removed from all TDS rates applicable for resident other than salary even from sec. 194C.
TDS rate will be flat without EC & SHEC.
EC and S & HES is not applicable... It has removed except following....
For Non Salary and TCS:
For the purpose of tax Deduction/Collection Surcharge, EC and S & HES is not required to deducted/collected if payment made /Collected to Resident and for other than salary.
In case of payment mode to Non domestic company than Surcharge ( @ 2.5) required to be deducted....
In case payment made to Non Resident, EC and S & HEC required to be deducted/Collected....
