Can sweat equit shares issued at price lower then face value, we know that it can be issued at price lower than mkt price as well as fair value

No sweat equity shares cannot be issued at a price lower than face value
Normally in the practical life sweat equity share issue lower price as compared to make price not lower than face value
as per section 53 the company can issue sweat equity shares at discount

But discount here means at price lower than market price and not face value i suppose
Mr praveen has said that they cannot be issued at discount
I say that in normal practical life sweat equity share issue at discounted price but not lower than the price of face value of such share
