surrender of DIN

Hi.. as per rule 11(f) of (companies appointment and qualification of directors) rules 2014.
If DIR-5 application made by the DIN holder only in the situation of that said person never been appointed as director in any company and the said DIN never been used in any government departments for filling of forms in any documents.

In my opinion past directorships pesrsons not able to surrender his/her DIN.
