Supply to sez by furnishing of form rfd-11 allowed?

I understand that supplier has an option to supply of goods services in case of Exports without payment of IGST by furnishing  bond or a Letter of Undertaking in FORM GST RFD -11  before such supplies?

I understand that supply of services to SEZ Unit is 0 (Zero) rated under GST Law.

Can the supplier avail the option to supply of services to SEZ Units without payment of IGST by furnishing  bond or a Letter of Undertaking in FORM GST RFD -11  before such supplies?
