Supplier supplying good with their own transport

Supplier is selling goods, for supplier he charges packing and forwarding charges. For goods there are 2 rates applicable 6+6 or 9+9 .  For packing and forwarding what should be done. ?????? Pakcing and fowarding includes hamali and transport etc delivery to puchaser.
