Sub contract Invoice

We awarded works contract work from Government.and We have given sub contract work to "ABC" on back to back basis.
For security we have submitted Bank Guarantee to the Government. For which bank collected bank charges from us.
I have to recover the same from"ABC"sub contractor.
Kindly advice the procedure for the same.
Kindly suggest whether we should raise invoice or Debit note to"ABC".
